Coalition Manager: West Virginians for Energy Freedom (WV4EF)

The Coalition Manager serves as the operational and strategic hub of West Virginians for Energy Freedom, ensuring coalition priorities move from ideas to action. This role coordinates statewide advocacy campaigns, legislative and regulatory strategy, communications, coalition operations, and cross-organizational collaboration to advance affordable, reliable, and clean energy solutions for West Virginians.

Core Responsibilities

  1. Coalition Leadership & Relationship Management

Goals: Strong alignment, active participation, and clear roles across coalition partners.

Key Activities:

  • Coordinate statewide coalition strategy

  • Maintain regular 1:1 check-ins with core partners (monthly or biweekly)

  • facilitate steering committee meetings

  • Track partner engagement and capacity (who can lead, support, mobilize, etc.)

  • Recruit and onboard new coalition partners as needed

  •  lead engagement and build alignment among partner network

  • Serve as primary point of contact for coalition communications

Deliverables:

  • Partner tracking document (updated monthly)

  • Update website to reflect coalition partners and initiatives

  • Onboarding materials for new partners

  • Oversee production and distribution of monthly newsletter

  1. Meeting Planning & Facilitation

Goals: Productive, action-oriented coalition meetings that move work forward.

Key Activities:

  • Develop agendas for:

  • Full coalition meetings (weekly)

  • Steering committee meetings (as needed)

  • Issue-specific working groups (biweekly or monthly)

  • Facilitate or co-facilitate meetings

  • Ensure project management, clear next steps, ownership, and timelines are captured

Deliverables:

  • Agendas circulated 24 hours in advance

  • Notes + action items shared within 24 hours after meetings

  • Quarterly meeting calendar

  1. Campaign Coordination & Strategy

Goals: Advance shared campaigns on energy affordability, accountability, and clean energy transition.

Key Activities:

  • Work with partners to set campaign priorities and timelines

  • Coordinate coalition actions (lobby days, public comments, events)

  • Align field, policy, and communications strategies

  • Track progress toward campaign goals

  • Lead grant writing reports, deadlines, and submission

  • Lead communication and coordination between funders and all funded WV4EF coalition partners

Deliverables:

  • Campaign plan(s) with timeline and roles

  • Manage the arc of project from outset to completion

  1. Communications Coordination (Supervising Contractor)

Goals: Ensure consistent, strategic messaging and timely content production.

Key Activities:

  • Develop and maintain a coalition communications calendar

  • Assign work to communications contractor, including:

  • Press releases

  • Action alerts/ petition campaigns

  • Op-eds and LTEs

  • Social media toolkits

  • Email blasts

  • Messaging guidance documents

  • Public hearings

  • Provide strategic direction and review/approve drafts

  • Coordinate rapid response communications

Deliverables:

  • Weekly communications priorities document

  • Content assignment tracker

  • Final approval on major coalition communications

  1. Legislative & Regulatory Advocacy

Goals: Ensure coalition is aligned and responsive during legislative and regulatory opportunities that move WV toward an equitable energy system.

Key Activities:

  • Coordinate coalition strategy around PSC proceedings

  • Translate policy updates into accessible summaries for coalition

  • Organize/track coalition responses (testimony, sign-on letters, etc.)

  • Support Public Service Commission engagement as needed

Deliverables:

  • Weekly legislative updates (during session)

  • Shared bill tracker

  • Coordinated sign-on letters and testimony

  1. Internal Systems & Accountability

Goals: Clear systems for tracking work and ensuring follow-through.

Key Activities:

  • Maintain a shared coalition workspace (Google Drive, etc.)

  • Track action items and follow up with partners

  • Monitor progress against work plan and campaign goals (quarterly)

  • Prepare brief monthly progress reports (for newsletter, funder)

  • Draft and oversee annual budget and spenddown progress

Deliverables:

  • Updated action tracker

  • Organized file system

  • Create annual budget in alignment with core partners

  • Report out on overall spend and strategize accordingly

Key Success Metrics

  • Consistent partner participation and engagement

  • Timely and high-quality communications outputs

  • Clear campaign progress

  • Strong alignment across organizations

  • Effective use of communications contractor and/or additional contractors

*This person will report directly to the WVCAEF Director for personnel matters, and will follow the work plan established by the entire WV4EF coalition.

Qualifications:

  • Bachelor's degree in a relevant field (e.g., political science, public policy, communications) or equivalent practical experience. 

  • Proven experience in campaign management, advocacy/organizing, or related roles, with a track record of successful outcomes.

  • Strong leadership skills and the ability to inspire and guide diverse teams to achieve common goals.

  • Excellent communication skills, both written and verbal, with the ability to convey complex ideas clearly and persuasively.

  • In-depth knowledge of campaign planning, community organizing, grassroots advocacy, and regulatory proceedings (preferred).

  • Familiarity with effective communication strategies, including digital and printed materials, media engagement, and storytelling.

  • Experience in building and maintaining relationships with diverse stakeholders, including community leaders, policymakers, and influencers.

  • Proficiency in project management, including budgeting, resource allocation, and timeline management.

  • Analytical mindset, with the ability to leverage data and analytics to inform decision-making and optimize campaign strategies.

  • Flexibility to adapt to changing priorities and work effectively in a fast-paced, deadline-driven environment.

  • Passion for social and environmental justice, with a deep understanding of the challenges and opportunities in West Virginia.

Compensation Range:

$4,444- $5,833/month for 6 months

Contract compensation will be negotiated with hiree based on commensurate experience. This is a six month contract. This is an independent contractor position.
